The 15-year-old attacker’s transfer to Merseyside is pending approval from the Premier League.
Ngumoha is expected to join Liverpool Under-18s initially, but he will not be able to participate in training or matches until all paperwork is finalized.
Ngumoha accepted Liverpool’s scholarship offer after opting to depart Chelsea’s academy.
The developmental opportunities for young players at Liverpool played a crucial role in his decision, influenced by the progress of talents such as Jarell Quansah, Conor Bradley, Jayden Danns, James McConnell, Bobby Clark, and Lewis Koumas last season.
Chelsea will receive compensation to cover Ngumoha’s training and development costs.
Securing the services of one of England Under-16s’ brightest talents is a significant achievement for Liverpool.
Rio Ngumoha earned acclaim as the player of the tournament when Chelsea Under-16s clinched the national championship last October.
In January, he made his debut for Chelsea Under-21s, marking a milestone in his career.
